CLUSTER BOMBS Create "New Realities": New US Policy (Make 'em More Efficient) & UN Report Highlights Israel's Failure to Provide Targeting Data

During the Israeli Invasion of Lebanon and Palestine in 2006, the Israelis carpeted Lebanon with so many bombs that they put in an urgent request to the USA to send them more, more, immediately!! So that as many millions as possible could be dropped before the Invasion's end.
The great majority of the bombs were dropped in the final three days of the conflict AFTER the Treaty for Truce
American Law states that it is illegal for the USA to send Cluster Bombs to any State or organization known to be using them on civilian populations.

"Numerous human rights organizations have documented Israel's use of U.S. weapons against civilian populations - from the basic maintenance of the Occupation of Palestinian Territories to the bombing of civilian areas in Gaza to the use of cluster bombs against Lebanese civilians in 2006. The use of weapons against civilians is in violation of the Arms Export Control Act and the Foreign Assistance Act; even the U.S. State Department itself believed it likely that Israel's cluster bombs in Lebanon violated U.S. law."

Regarding the massive cleanup of Lebanon since 2006, in which daily civilians continue to be killed and maimed--at one point 25% of Lebanon's growing fields were unusable killing fields--the Israelis, though they can't deny the bombs ARE THERE--
WILL NOT SAY WHERE THEY ARE--KEEPING THE BOMBS ALIVE TO CONTINUE KILLING.

Since ("unfortunately," the makers and users sigh) Cluster Bombs kill TOO MANY Civilians, and a great many do not explode immediately, but "live" long after they hit the ground, killing Civilians LATER--
then--
The USA will build MORE EFFICIENT Cluster Bombs--which will kill ONLY SOLDIERS--
The new bombs will explode on contact--or as close as possible to this--and so kill "only persons they are meant to kill"--meaning, it is assumed, "Only soldiers"--and MINIMIZE CIVILIAN DEATHS AKA COLLATERAL DAMAGE NOW AND IN THE FUTURE.

THE DUALITY OF DOUBLE STANDARDS APPLIED TO EVIDENCES OF EXISTENCE OF WEAPONS
Earlier this year I read the following bit of Logic regarding Logistics which had emerged from an Israeli High Command and Intelligence discussion of the the recently released American National Intelligence Estimate, which reported that Iran had stopped working on a Nuclear Weapons program in 2003, and that all their work since has been to develop nuclear power to use for generating electricity.
I admire the cool logic of this analysis of the "dependability of American Intelligence," which demonstrates that once one has entered the realms beyond the Looking Glass, everything indeed is turned upside down and runs backwards.
To claim that WMDS are there (Iraq) --and find none--
means that to
To find no weapons (Iran) means that they are there.

Since this is what the Israelis were doing, the entire transactions, rubber stamped by a robotic Congress, is against American Law.
Senator Patrick Leahy has repeatedly called for an investigation into and charges being made concerning this blatant violation of American law by the Congress itself.
(Imagine the enthusiasm for this!!)
While the USA and Israel are continually screaming at the rest of the world about Human Rights, Democracy, Inspections and Treaties, they themselves are the world's most blatant non-signers of Treaties as well as the most vicious violators of International Law and National laws.
Israel for example, a heavily Nuclear armed power for decades, has never once had an Inspection or signed a single Treaty regrading the proliferation and use of Nuclear Weapons and Weapons of Mass Destruction. They are the only country who has not done so.
Yet there will never be Inspections enough to satisfy the USA and Israel on first Iraq and now Iran. It doesn't matter if Inspections find NOTHING--this to the Israelis means that in Iran they (something in the nature of at least a potential Bomb) ARE THERE.
When the American National Intelligence Estimate reported last year that Iran had stopped all work on a Bomb in 2003--because the Americans had claimed Saddam had one , and didn't, the Israelis announced that this claiming there was nothing proved the opposite--that the Bombs OBVIOUSLY ARE THERE!!
To Say There Are Bombs means that THEY ARE NOT THERE.
To Find No Evidence Means THAT THEY ARE THERE.
